Dying in Star Wars is essentially a quasi afterlife scenario. All become one with the force, one with everything. But its possible for a Jedi to CROSS BACK OVER after death, and being able to submit to th force as you say it. The two are related but one is no necessary for the other, they are intertwined however.
It is possible for a Jedi, with the knowledge on "the other side" to come back. Why don't all the Jedi just come back, then? Simple: Its unecessary. If those dead were to eternally guide the living, the living wouldn't be truly living their own lives. Its the sort of "why doesn't god speak to us" question, its because a man has to live his own life.

By the way, I would like to point out that after reading the making-of book, it became appearant to me that Lucas made it up as he went along. Hell, he didn't have the fourth draft ready until the day before principal photography began.

And yes, Goj. If you'd read up on the original books and whatnot, that would have been more blatantly apprent all along. Did a good job of it, for the most part, I'd have to say. If nothing else, he's created a universe for fanstuffs for ages to come.

Well, yeah, that too. I've seen a few documentaries and read a few of the original scripts, and it's amazing at how much the original story changed. Anakin Starkiller (original Star Wars script), Planet of the Lando Clones (Empire Strikes Back idea), and young Han Solo (first draft of the Episode III script).

If you have the DVD set, I think it might be in the Empire of Dreams special feature. There were some pretty strange ideas floating around. The young Han Solo I can confirm. They even have a picture of his concept art in the Making Of book. In the first draft, ten-year-old Han Solo lived on Kashyyyk and helped Yoda track down General Grievous. Good lord, do yourself a favor and buy the DVDs. Hell, you'll get a discount now that they have come down a good thirty dollars in price. I payed 76 or something, you'll probably pay 40 at the most.

I just got the bootleg DVD of it at New York. Grevous is my favorite even if he was a chain smoking wuss in the moive.
