Please give us examples of Kerry's two seperate Iraq plans. As I understood it I saw one plan, which was to convene a summit to bring in international leaders which he has a better repoire with than the dumbass that we have in there now. He talks to them in language which they understand, self interest, this was not included in his sentences but he implied it, allowing companies from countries we need now to compete in the rebuilding. End the upper class Bush tax cuts to help pay for things. Finally he would jumpstart the Iraqi troop training program to help guard the borders to stop the jihadists who have infiltrated the country since the war.
It is a lot better than this, "well we didn't expect the enemy to run, we expected to kill them on the open desert, where they saw in 1991 that we had the clear advantage, rather than in urban conflict which is way more effective against a numerical opponent, and to all those who don't side with us go to hell." That was pretty much the Bush strategy, it is possibly the most ill concieved strategy in the history of warfare. Thats like the Polish saying in WWII for their disaster "Well we didn't expect the Germans to use their tanks, we expected them to use calvary like we did." Its pure wishful thinking. The fact is Kerry's plan had flaws, but at least it didn't follow the administrations thinking "hope for the best, and plan for the better."
There is no excuse to saying a Arab country would greet a western power as liberators when in 1991 they wanted Arab forces to enter Kuwait City even to avoid the perception of western occupation. There is even less of an excuse to expect that the Iraqi's would be fighting M-1 Abrams tanks on the open field where the US has a distinct advantage compared to slowly in Urban areas where the advantage is minimized. You plan for the worst and hope for the best.
